Every year my school gives a $500 start up grant to 6 teachers. I have entered this a couple of times and have not won it. What would be a good topic to write the proposal on? I teach 2nd grade.

I just got $1K in funding from the PTA to purchase student response systems.

Here are two I looked at:

http://www.smartroom.com/

We got a deal on the einstruction ones – not sure if you can get it.

You may also look into getting a classroom set of leveled books. 2nd graders, as you know, range in reading levels from K through 6 or even higher. I want more books so that I can really meet the kids at their level.

What do program planning and grant proposals have in common.

The grant proposal is what you submit the government to solicit a contract to perform an activity for example to provide training or research. Program planning is the plan of which you are going to develop that program in particular.

The grant proposal has the description of what the organization is planning to do and the deliverables, a budget and other information. The plan is just a way of executing the program that was funded or wished to be funded by the grant.
